MUMBAI, Aug 18 (Commoditiescontrol): In a significant move that may impact India's rice export dynamics, the Directorate General of Foreign Trade (DGFT), under the Ministry of Commerce & Industry, Department of Commerce, Government of India, has made an important amendment to the export policy of Non-basmati white rice (HS Code 1006 30 90).
According to the Trade Notice No. 23/2023, dated 18th August 2023, the export policy of Non-basmati white rice, categorized under HS code 1006 30 90, has been revised from ‘Free’ to ‘Prohibited’. This critical amendment was notified earlier in Notification No. 20/2023, dated 20th July 2023.
Transitional Arrangement Explained:
Despite this major policy shift, the DGFT has allowed for certain transitional arrangements under specific conditions. As per Para 1.05 of the Foreign Trade Policy, 2023, consignments of Non-basmati rice are permitted to be exported under any one of the following conditions:
If the loading of Non-basmati rice on the ship commenced before the notification date;
If the shipping bill was filed and vessels had already berthed or arrived and anchored in Indian ports, and their rotation number was allocated before this notification. Approval for loading in such vessels will be issued only after confirmation by the concerned Port Authorities regarding the anchoring/berthing of the ship for loading of Non-basmati rice prior to the Notification;
If the Non-basmati rice consignment was handed over to the Customs/custodian before this Notification and is registered in their systems. Moreover, if the Non-basmati rice consignment entered the Customs station for exportation before this Notification and is registered in the electronic systems of the concerned Custodian of the Customs station with verifiable evidence of date and time stamping of these commodities having entered the Customs Station prior to 20th July 2023. The period of export under these conditions is allowed up to 31st August 2023.
