Mumbai, 28 April (Commoditiescontrol):The Environmental Protection Agency (EPA) has issued an emergency waiver allowing for the sale of E15 fuel for the 2023 driving season. This decision comes after a proposal from eight Midwestern governors to allow the sale of the fuel year-round. The temporary exemption of the 15 percent-blended fuel from Reid Vapor Pressure (RVP) requirements under the Clean Air Act will be effective from June 1 to September 15.
Ethanol and farm groups have been advocating for year-round sales, citing price concerns and the need for a steady market. While the emergency waiver is a positive step, the larger issue of E15 not being widely available year-round still needs to be addressed.
EPA Administrator Michael Regan believes that the waiver increases the fuel supply, supports farmers, strengthens US energy security, and benefits consumers. The waiver is in the public's best interest as "extreme and unusual fuel supply circumstances" still exist partly due to the ongoing war in Ukraine.
Biofuel producers such as POET, the world's largest biofuels producer, and the Renewable Fuels Association have welcomed the decision, stating that it provides a cleaner and affordable fuel option, prevents fuel shortages, protects air quality, and reduces carbon emissions. Emily Skor, CEO of Growth Energy, also believes that biofuel producers are capable of meeting the demand for cleaner and more affordable fuel options at the pump.
Chairmen of the Nebraska Ethanol Board and farmer Jan TenBensel acknowledge that the waiver is a stop-gap solution for states that have been granted year-round sales beginning in 2024. However, the waiver helps address fuel supply constraints and provides drivers with fuel choices, according to National Corn Growers Association President Tom Haag.
Congresswoman Ashley Hinson of Iowa continues to push for E15 to be sold year-round permanently, emphasizing the need for certainty for hardworking farmers and producers.
The temporary exemption of RVP requirements under the Clean Air Act is expected to increase the availability and affordability of E15 fuel during the 2023 driving season. However, further action is needed to ensure year-round sales and a steady market for biofuels.
