England and France 
 
Highlights: Very light showers through England and northern France during the 
past 24 hours. Little elsewhere in the region. Temperatures averaged above 
normal north, near to below normal central and south. 
 
Forecast... 
 Days 1-3: Mostly dry today. Dry or with only a little light rain or drizzle in 
northern areas tomorrow and Thursday. Temperatures average above normal during 
this period. 
 
 Days 4-5: Moderate to locally heavy precipitation in England during Friday may 
mean a heavy snow storm for some. Light to locally moderate precipitation in 
north and west France Friday. Drier and somewhat colder Saturday. 
 
Benelux and Germany 
 
Highlights: Light to moderate precipitation with locally heavier, favoring 
northwest and central areas, during the past 24 hours. Temperatures averaged 
below normal. 
 
Forecast... 
 Days 1-3: Light rain or drizzle favoring central and northeast areas today. 
Drier tomorrow. Dry or with only light rain through northwest areas Thursday. 
Temperatures turn warmer during this period. 
 
 Days 4-5: Light rain north, fair south, Friday. Windy with scattered 
precipitation favoring north and east areas Saturday. Temperatures above normal 
Friday, somewhat colder Saturday. 
 
East Europe 
 
Highlights: Light to locally moderate precipitation in the southeast areas 
yesterday and in Czech Republic and Austria overnight. A little light 
precipitation otherwise. Temperatures averaged below normal. 
 
Forecast... 
 Days 1-3: A little light precipitation favoring north and east areas today. 
Mainly dry tomorrow and Thursday. Temperatures turn warmer during this period. 
 
 Days 4-5: Mostly dry during this period. Temperatures average above normal. 
 
WORLD OILSEED PROSPECTS 
 
    Mostly favorable soil moisture for oil palm in Malaysia and Indonesia. Some 
disruptions to the harvest at this time. 
    Late season rainfall through west-central and south India favored 
development of the Kharif groundnut crop. Rainfall improved conditions for 
planting the Rabi crop. Key growing areas in the south had moderate to heavy 
rainfall earlier this month which will mostly favor the rabi crop, although 
some delay to planting is possible. Dry weather favors planting progress for 
winter rapeseed in northwest India at this time. 
    A recent drying trend through east China groundnut growing region will 
improve conditions for the harvest, after prior wet weather in the region. 
    Fall rainfall near the Yangtze river valley of eastern China favored 
planting and early development of the winter rapeseed crops. Reports suggest 
that the planting activities are complete. 
    Mostly favorable conditions for development of winter rapeseed through 
western and central Europe at this time. Wetness may be of some concern in the 
east, delaying the final planting effort. Rain in eastern Europe may have 
recently slowed the final harvest effort for sunflower.
