England and France

East Europe 
 
Highlights: Light showers with locally heavier in the northwest Balkan states 
during the past 24 hours. Mostly dry elsewhere in the region. Temperatures 
averaged above normal yesterday.

 Days 1-3: A few showers with isolated thundershowers through east-central 
areas today. Drier tomorrow. A few light to moderate showers favoring central 
and northwest areas Thursday. Temperatures average above normal. 
 
 Days 4-5: Dry or with only a few light showers with locally heavier during 
this period. Temperatures average above normal. 
 
WORLD OILSEED PROSPECTS 
 
    Adequate soil moisture for oil palm in Malaysia and Indonesia as periodic 
rains continue to hit these areas. 
    Showers developed in key growing areas for the Rabi Groundnut crop in south 
India during the early part of March. This rain may have come too late to 
significantly improve prospects for this crop. Drier weather at this time 
favors the mature crop and harvesting. 
    Mostly favorable conditions at this time for mature winter rapeseed and the 
harvest in the west-central India region. 
    Fall moisture near the Yangtze river valley of eastern China favored 
planting and early development of the winter rapeseed crops. Winter time 
moisture will provide favorable conditions for spring development of this crop. 
Crops are likely running ahead of normal due to recent warmth, despite a brief 
cool snap at the end of last week. 
    Winter rapeseed areas in Europe had well below normal temperatures earlier 
in March. Temperatures may have been cold enough to cause some problems for any 
unprotected rapeseed, especially in eastern Europe. The western crop belt saw 
mostly above normal temperatures during the middle of the month but turned 
colder again late in the month. The region has been warmer again during the 
past week.
